Running lean on # 7

This one's kind of got me stumped. I have a 95 with a 302 and a 96 with a 351. Both of them are dogs. the 302 won't look at a hill with out coming out of OD at 75 and the 351 does slightly better, but still not as good as my 96 F150 with a 302 (and 180000 miles). With in the last month I've tune up both Broncos, plugs wires cap rotor fuel and air filter) and they're still dogs.
One thing I noticed, and I thought was kind of funny, is that both show they were running lean on the number 7 cylinder (judging from the plugs). All the other plugs looked good. The 96 did give a 'lean on bank 2' MIL code once. But I cleared it and it didn't come back. Any one know if these things known for having this condition.
Well, I'm off to dump some injector cleaner in the tank. Thought about using the kind that feeds into the fuel rail but decided not to take the time yet. Are they really that much better than the tank kind?
