setting timing chain

I have a few questions about timing chain installation. The chain on my 63 223 had slipped badly. The replacement chain has two dots one on each sprocket. Do these have to line up opposite each other or is there another way to get the crank and cam into proper time. Also when installing the sprocket on the cam how do you know if it is being installed on the compression stroke or exhaust. I know this may be simple but I just can't seem to get my head around it.

The cam has a pin on it that aligns with the sprocket. Then the two dots on the sprockets are aligned with each other.

The exhaust or compression doesn't matter... Until you go to put the dist in place. Rotate the crank and watch for the #1 intake valve to open-close. It will then be on compression and you can set the dist at a 'near' position for #1 when you get the crank all the way around to TDC at the timing marks.
