What kind of cylinder heads did Jasper put on? If they're stock, that's the best place to get more horsepower. Stock Windsor are notorious for not breathing. Larger valves (1.94/1.60 as opposed to the stock 1.78/1.46 or somewhere around there) really help a lot. Opening up the exhaust ports or larger-ported aftermarket heads (TFS heads are very good) really make the Windsors come to life.

If the Jasper has the 1990 factory spec cam in it then that is killing the motor. If swapping that out for a better one is too much work for you, add a set of 1.72 roller rockers instead. Changing the stock Ypipe and cats to high flow versions helps as well. With the 3sp auto you have to keep hwy speeds below 60 or milage will suffer badly, there no fix for that except installing an OD transmission or 3.08 gears, neither option is cheap.
