Belt noise

Belt noise
I can hear nosie coming from my belt .. checked condition looks ok but there is a small part that is ruined ,about 3 inchs long . So can the belt it's self cause the noise or does it mean the pulleys are out of line ? It does look like to me that the belt is rubbing of the clutch fan pulley . thanks for any help !!

Also i sometimes getting a chirping noise ( mostly at cold starts ) Sometimes loud other times quite but still same chirping noise, i read on the DIESELSTOP fourm this could be my vacuum pump any ideas thanks !

take the belt off and check the two idler pulleys (one smooth and one grooved) both of mine went out in about two months of each other. check if they are loose. if they are it's probably the bearing in them. if the bolt is loose, still replace the whole thing because chances are with it loose it ate the bearing anyway
