But, the best thing is to visually check it. Different conditions could change that recommendation radically depending on your driving conditions.
If it is really scrungy, replace it. If it has just a little dirt, blow it out with an air hose.
This depends on your surroundings. If you are in a dusty aerea etc. you will need to change it more often. I play it by ear, looking at it. Usually I change it (paper element filter) about every 10-15k miles. If in doubt, I just go ahead. They are cheap.

That won't really help the small particles that actually clog up the filter. You can sure do that but make sure that you blow it out outside, avoid breathing the dust you get air born. That grime in the air filter is a great collection of stuff that you don't want to breathe, even if you don't have allergies.
