In Florida, it's based on the GVWR as well. However, when I went to renew my registration I spoke to the lady on the other side of the glass about my truck hardly ever being any where near the GVWR and it wasn't a work truck. She dropped it down as low as the computer would allow and saved me $40 in the process. They did the same thing for me on my 2000 SD as well.
