Doesn't hurt to ask them and see if they will give it to you, but I wouldn't hold my breath or raise a big stink about it. It didn't come with mine here in IL and we had about two straight weeks below zero every morning this year.
Check your nearest International dealer if there is one nearby, it will be quite a bit cheaper than Ford. I did a search on there site and it came up with 3 dealers not sure how close they are to you.

I just bought my 250 a couple of weeks ago used. I too couldn't find my cord so I wasn't sure that my truck came with the cord or not. A co-worker told me I could call Ford and ask them to send me a "build sheet" for my truck. I called and got the build sheet about 5 days later...and it showed that the truck had the immersion heater installed.
Sure enough, the cord was there but since it had the cap on it like Beerstalker mentioned above I missed it.

msgtg, i was thinking that too. but now i'm finding eveybody that has one of these that i know in the area had to buy a cord for their truck too. it really sucks.
when i asked ford what determines cold states they didnt really have an ansewer, they said the 6.0 is good to around 10 below before needing to use the block heater.....
