85' Bronco Problems

I have a 351 4brl Holley......you know the drill. When I start it say the first time for the day, it starts fine..high Idle leads to lower idle (500-600rpms)and everything is fine....but if I start and turn it off say 3-4 times in an hour as I go about town.....it runs very sluggish for about 15-30 seconds after, if not longer. Does a CARB have to warm up everytime you start it. By sluggish I mean 300-400rpms jumping between the two. To get it to run better I kinda gun it a little bit...sometimes that helps. Any help would be appreciated.
