Lifting the lever on the tailgate does not release it. Linkages are all connected and if I pull the rods going to the left and right,it opens. It appears that the travel in the rod to the "remote control" from the latch is too long. Has anyone seen the rod stretch? It is kind of shaped with a 45 degree angle from the lever and bent going toward the remote control.

I believe so. I held the switch on the dash down for a few seconds after the window stopped. Looking at the remote control operation, the levers operating the rods to the left and right only have slight movement.
Had a similar problem with my 90'... The rod from the handle connects to a small white plastic part. The rod had popped out of the plastic part, a little super glue fixed it.
I had the same problem. The way it is designed, the window has to be all the way down to release the latching mechanism. If it isn't, it presents a great opportunity for someone to "muscle" the release and bend the arms of the release mechanism while trying to open the latches. That's what had happened to mine. I ordered a replacement release mechanism rather than trying to bend the original back into shape and, with a little tweaking when installing it, got the latches working perfectly.
Note that the clips that hold the actuating bars to the release mechanism release perpendicularly to the bar and let it drop out of the hole.
