wiring or ground problems

my 78 Ford F150 Ranger XLT 4x4 has one of the two problems..Help!! When i flip the turn signal lights on,L/F the front will not flash,L/R barely flashes and the same for the right side.When it is really cold out or damp the left turn signal stays light up solid all the time??????????????????????//HELP!!

That means the flasher is faulty or there isn't enough draw to make the flasher operate properly

The Hazard flasher is up under dash taped to the wiper wiring.
