Okay there are 2 bulbs for cluster lighting

One for radio
One for heater control panel
One for wiper/washer
One for gear selector.

If when you turn the headlight switch counter clockwise and the lghts don't come on or turn brighter
I suspect you have burnt out bulbs or a problem with the bulb sockets making contact.
You will need to remove and check the cluster for this problem.

The wiring is drasticly different between the 1976 and the 1977. The diagnostic method used for the 1977 thread wont work for the 1976.

According to the wiring diagrams the instrument light wiring is hooked up in series.

From the fuse panel Blue/Red stripe wire goes to the PRNDL lamp, then goes to the cluster illumination lamps, then the heater control illumination lamp, then to the radio illumination lamp, then to the ash tray illumination lamp if equipped.

So if it was a problem with the fuse, none of the above would work.

If it was a problem with the wiring, anything above stream from the break wouldnt work.

But since you have heater control illumination, you have to be getting power to the cluster connector, otherwise the heater control illumination would be out too.

The problem has to be the cluster back (could be begining to "rot"), or the printed circut, or two burned out bulbs.

==============

The left turn signal light remaining on with the headlamps is a different problem that could be related to the other problem or not.

Check the front Left lamp socket for the turn signals. It could be simply a crossed fillament in the light bulb, or a parking lamp finding ground through the turn signal circut. replace the bulb etc...

This is not very likely but could be happening,... If you have cluster rot, the printed circut could be in a bind, and making contact with the wrong terminal with the cluster connector.

Then there is also the possibility that someone replaced the cluster and the printed circut isn't compatible with the wiring. Post the number on the printed circut so we can check to see if it's the right application.

Hope this helps...
