Brake Light Voltage

I just replace my brake lights on my '94 E350 with some LEDs, and for some reason when the ignition is turned on, I get about 8-9 volts to the brake lights without applying the brakes. This activates the LEDs but is not enough voltage to illuminate a normal bulb.

Is this normal for a Econoline? Any remedy for this? Thanks!

that's not right. check your wiring and the switch on the brake pedal.

Also, try running a new ground to the bulb.
