Converter lock-up when cold

Hey everyone hope you are having a good day. I wanted to ask people on this site if they see the same thing I am. When it is really cold out the converter doesn't lock up untill the truck warms up some. By cold I mean like 10* down. At lunch I had My 99Eddy out on the hiway and the converter would not lock up. The truck runs great, but once the temp guage moves then it locks up just fine. Is there some kind of cold temp thing on the trans.
Trans fluid and filter was changed at 30,000 mi and now has 52000 on it.
Thanks for the feed back, have a great day.

Matt

That's normal. The EEC will not command the TCC to lock until a temperature setpoint is reached.
