Speedometer Calibration Software

I need software for my laptop to recalibrate my speedometer. I already have a cable for the OBD II port, and I have software in the computer that reads the sensors, etc. But I don't have software to change my tire size. I can't see spending $500 for more software or one time use power tuners. Please lemme know what is out there, I'll keep searching the net too. Thanks

1998 ford explorer 2wd, 4.0 SOHC, stock 4:10 gears, 265/70-16's.

I heard that if you happen to have access to the ford NGS programmer which costs about $4K on ebay then you can reprogram the tire size through the ABS computer. Supposedly the standard way of doing it in the main computer doesnt work because it has a glitch where it wont save the tire size settings. I could always take it to the dealer and "hope" they really did reprogram it and pay them about $100 for 3 minutes worth of work. I'd rather just plug it into my laptop and know that I can always go into it and change it myself.
