The dash lights, dome light and other lights on my 77 are not as bright as they once were.
In checking things out, I found that voltage at every light on the truck is about 1.2 volts lower than battery base voltage which is 12.39v.
Would this be a regulator issue? It looks to be the original. What is a recommended troubleshooting procedure?

Unless the wiring has been modified, 1977 did not have any relays for the headlights. Get the truck running, and take a voltmeter and check the battery voltage. It should be around 14.5 volts.
