Major problems pulling codes! HELP Pls.

I,ve been having major issues with the usual idle fluctuations and stalling as well as possible fuel starvation from front tank. I hooked up a test light to the self diagnosis and STI connectors as per instructed ( my dash light didn't seem to work ) As soon as I plugged the light in, it came on as well as my dash light ( that's unusual? ) I then turned the ignition to accesories and the light stayed on, constant. When I turned ignition to run to do the KOEO check, the light went off and stayed off. No codes. Also ( not sure if it's relevant ) the HP fuel pump has NEVER had a relay in it for as long as I've had the vehicle, so therefore the fuel pump does not shut off once the system has been primed before start-up. May be the problem with fuel system as I think the back pressure that it creates is causing the in line resevoir to leak.
Q. How am I going to get the codes if the light won't come on.?

You screwed it up....
Test light goes between STO and Battery +
Ground wire goes from STI to battery - (or body ground)

It sounds like you have a bad ground or two as well as some FP wiring to fix imo.

Heres a link to help you get codes from there on: http://fordfuelinjection.com/index.php?p=44

Yeah Popa Tim, I seem to have mislead you with my wording. Light went between battery + and STO. STI went to body earth. No codes with ign on. Light stays on when ign off or on accessory. ??? Have no idea!

Fuel pump stopped. Jumped power wire off battery and it started again.

No it is not. If you look at the diagram in the link below you will see that if the EEC is not grounding the PK/LG 658 wire and you hook a test light to it you are putting the test light and the CEL in series. That will light them both.
Did you use the instructions from?

The fuel pumps run all the time the engine is running or cranking normally.
You should not have any pressure above 5PSI at the reservoir and if it is leaking it has a bad gasket or it is cracked.

As far as the codes go sounds like you may have to replace the EEC Computer.
