My 99 Navigator heat does not get hot at all. Both front and back blowers work fine, and I replaced blend door about 2 yrs ago. I thought it might have been the thermostat so when I carried it in to get head gasket oil leak repaired I had them install new one. I picked it up today and temp gauge comes up a lot faster but still both front and back only get warm. And if it is in any mode that requires the A/C compressor to come on then it’s even cooler. Now I'm leaning towards water pump replacement. Any one had experience with this or similar problem?
Did you take the radiator cap off and look inside the radiator? You should see coolant at the top. Sometimes the reservoir is full but the radiator is not due to blockage.
The only cap to speak of is on the reservoir. So can't look in to see if water is circulating in the radiator itself. The reservoir is part of the pressurized system.

Okay guys I am half way there. The service manager and I had a talk and he felt like it was the heater cores. I felt like it was the water pump. So he offer to replace the front core for $250 and if that didn't rectify the problem he would replace the water pump free of charge. So I told him to go for it. Replacing the front core solved the front heating issue. Now the air is so hot I can barely stand it. So now I guess I will replace the rear one myself since it is still running cool. A much easier task. Turns out that not changing the coolant got me. I asked him to save the old unit and I found it to be very restricted.
i have this problem with a 97 expy xlt with only front heater . i ve tried everything but challenging the heater core. it is a monster to get to. BUT IT IS NICE TO KNOW THAT A CORE WORKED FOR YOU. I AM GOING TO TRY IN FLUSHING IT OUT FIRST. THANKS!!

You mentioned the coolant being changed sooner would have prevented it. I believe my manual says 100,000 miles with the gold colored coolant. Is that actually too long of a wait? I'm at 78000 right now and the coolant looks good and clean but I don't want wait til 100,000 if I shouldn't.
the coolant hadn't been changed in my son expy with over 127000 miles and the coolant looked good when i changed thermostat and flushed radiator- no rust or sludge. but the heater core might be another culprit. i still think the heater control valve is not working,i wish i know how to get to it ??.
