I am working on a 01 Excursion. It has a long crank time before it starts 15 to 20 seconds.The fuel pressure is 50 psi there is nothing visably wrong with the uvh all glowplugs turn cherry red in 6 seconds compression test read 310psi on all cylinders the motor oil is good, the oil level in the resivoir is correct. I am out of ideas please help.
Next time before you go to crank it, after it has sat for a while (overnight, etc), remove the little plug in the top of the HPOP resevoir and peek inside. There should be oil up pretty near the top, maybe an inch away from the top. If it's empty or real low, that would indicate that the oil in there is leaking out (probably through the little check valve) while it sits, which it shouldn't. The resevoir is then having to refill with oil to feed to the injectors when you crank.
Hopefully others will chime in with more ideas or to correct any errors I've posted.
edit - I just caught the "oil level in the resevoir is correct" part - you're talking about the hpop resevoir, I assume, so I guess my post wasn't very helpful.
Does it always start up after cranking for a solid 15-20 seconds? And does it always have the long cranking issue, on every start, or only when cold, only after sitting for a long while, etc.?

Any romping or unusual smoke during the unusually long cold start situations?
Have you checked cold start voltage at both GPR terminals before starting? Perhaps get the batteries load tested. It's free at most part stores and even Wally will do it.
Is it really cold there? Plugging in would help. Also try cycling the fuel pump two or three times before starting, if that helps it would indicate a weak fuel pump.
20F at night I have a an 02 250 that starts in 4 to 7 seconds same wather.It is a caly emission truck it has glowplug module not a relay.
no unusual smoke or any thing gost long crank
does it turn slower than normally does? look on your starter and see if the bolts on the armature are not cracked, one of mine was, strange problems,,,,,try to jump it from charger, and see if it starts faster,
id check your starter, i had the same problem , changed batteries and just put the new starter, now its perfect,,,
I had a similar prob, this morning. I just replaced my GPR last night and it was only 23 deg this morning (not cold). it acted like it was Zero on starting though. so I either have another bad GPR or some thing else is wrong. had crazy smoke and it would not idle to stay going. untill about 3 min after me holding the go pedel down a bit??? Very frustrating to say the least
