The fuel tank is listed as 40Gal. Though when it is on empty, it only takes 25-30 gallons. Is the gauge that far off? Would 'Harpooning' the tank get my full capacity? Or is this just the nature of the beast, in order to keep from pulling the water or sludge from the bottom???

The book says 40gal tank, just have never gotten close to that, though the gauge seems consistent. I have looked at many other threads talking about erratic gauge and I don't have that problem.
I would have to say it's pretty obvious you have a 29 gallon tank. A 29 gallon tank can take up to 33 or so gallons. Harpooning it just makes the fuel go in quicker without popping the fuel nozzle. I did it and it was completely worth it. I have 30k on my truck now and I've been filling it to the top of the filler neck since day one. I figured the extra four gallons would make it so I had to fill up all the less. Another 64 miles or so per tank is good to go. You're lucky that you're in SoCal without any salt on the roads. You'll be able to just take off eight bed bolts, lift the bed a little and do the harpoon mod if you want. It will take about 1 hour to do it that way. It's much easier than dropping the tank. Unfortunatley my bed bolts wouldn't come out so I had to go the other route. Even that way only took me about 1 1/2 to 2 hours though.
Yes... Most every Ford I have seen is that way. I guess they don't want you to run out.
As for sucking up water & sludge from the bottom of the tank.... The pick up is on the bottom of the tank already & water is heavier then diesel so you already sucked it ALL up.
