P1131 Lack of Upstream Heated Oxygen Sensor Switch - Sensor Indicates Lean - Bank No. 1.
Typically this code or a P1132 indicates that the primary o2 sensors are at the end of their life,and need replaced.

Don't just replace it. Test to see if you really do have a LEAN condition. Check for vacuum leaks. Possibly fuel pressure lower then spec. Could be an exhaust leak on bank 1 before the sensor causing excessive O2 to enter the pipe....

Lack or sensors switching is lack of the sensor switching,and means no electrical activity. If it's just lean,it'll still switch,but it'll be biased to the lean side of the voltage range.
No switching is a bad sensor,not just a lean condition.

A little background. He said that he had the truck serviced at Ford and they cleaned the injectors the week before. Could this have anything to do with his problem now?
