any off road 4 wheel drive shop should be able to set you up.

I bought a set of hooks from the local farm and fleet shop. I drilled a couple of holes in the frame and bolted em up,.

FordPartsDirect doesn't list hooks for years after 2005; not sure how you'd mount hooks on an '07 Explorer without whacking holes in the bumper.

Guess Ford didn't think that far ahead with the '06 and '07 models; it COULD be done given enough time and $$$, but it would probably ruin the smooth look of your '07's front end.

REGULO, lets cool er down a lil bit. If there are no factory holes to install them, then u WILL need to cut some holes, common sense, unless u can buy a bumper with holes pre built into the bumper. Now on the other hand u might be able to mount them under the bumper, im not to familier with that application. So go out, look under and investigate, find some good points to mount to, make sure they will be able to be accessable, drill, bolt in.

I was able to mount my tow hooks just behind the lower valence onto the frame so that when I have a strap hooked up its just below the valence and yet the hooks are hidden. You might be able to do the same.
