Basic question - when the WTS light goes off but the ignition is still on, are the glow plugs still on at that point or do I need to cycle the ignition key to get the WTS light (and the glow plugs) back on?
Correct. The GP's will stay on for up to 2 minutes after turning the key. The WTS light is no indication of GP's going on or off. When it's really cold out, I usually just wait 30 seconds or so before cranking. If you think about it, cycling the key actually gives the air in the cylinders a few seconds to cool off before the GPs come back on.
I always turn on the key and go check the mail, scrape the windows, shovel some snow or something, give those things a good 30 seconds or better to cook.

Check the mail??? What time does that run there? How much snow can you shovel in 30secs? Sorry, couldn't resist. Just funning.
I was thinking the same thing you are one fast person to do all of that in 30 secs. hahahahahaha! Just messing with you. It's all about having fun on here.
hope its not off topic, but I heard somewhere that if you dont wait for the WTS light to go off when the engine is warm an just crank it right away that you could damage the glow plugs? i still wait for the light to go off even though i know the engine is good an warm, just wundering if i should still wait aft the engine has reached operating temp. thanks
