I have a 1995 turbo diesel.It hav a loud whistle when it starst to go.At Idle its fine but if you accelerate it appears.When you drive it doesnt go over 30 mph but after a few miles the noise stops and works fine.Next when your on the freeway all of the sudden you lose power.then it regains power.Could it be the turbo,or the trans.

Check your air intake clamps & hoses after the turbo. it's posible the clamps are loose letting boost air past the hoses. When I worked on the big trucks the turbo would spool up ( making about 30 psi of boost) & the clamps would break. It would sound like a shotgun going off followed by a severe lack of power.
