Front of cluster
You have the gauges and bezels (one piece) with two threaded studs per gauge, one gasket per gauge, and one mounting plate per gauge.
Behind cluster
On the back side are two rectangular shrouds, one on either side with two holes each for gauge studs to fit through so the nuts and washers can attach.
What's the answer? The book doesn't say what those gaskets are made of, but if they are rubber, they may be stuck to not only the gauge, but the panel.
Otherwise, I'm clueless. See post below vvvv for DLX cluster info.

The added accessory oil and amp gauges mount the same as they do on the std cluster.
Oil and amp gauge/bezel with two studs, and mounting gaskets...there are no mounting plates.
Reverse side is exactly the same layout as the std cluster in above post.
Once again, the gauge rubber gaskets may be the problem.

You have removed all 4 nuts on each gauge in the back, and then the metal "cup"?
If so, then they should pull forward through the dash panel.
Be careful when reassembling, you must make sure the nuts do not gound out on that cup. The studs not only physically retreain the gauge, they are the electrical posts as well. tThere is a rubber washer between the nut first nut to go on the stud and the cup.
