IIRC, a 351 Cleveland was built to get the most horsepower at high rpm's while a 351 Windsor is just the opposite. Between the two, the Windsor is the best for a truck because the intake ports on the Cleveland are more restrictive and it doesn't breathe as well as the Windsor.
Not 100% sure though.

they totaly different engines the 351 w and c share the same bellhousing and engine mounts bolt the same,but thats it.the w is more a lowend mind range engine with fairly good torqe.the 351c has larg intake and exuast ports with biger valves.there more of a mid to upper rpm motor with not neer as much bottem end torqe as the w. at first glance the c looks like its an m and the 351 w looks allot like a 302 just a lil taller and wider.both can be built for hotroddin but if it was me the w would be ina truck and the c in the race car
its really easy to spot the differance between the two
just look at the radiator hose on the windsor goes straight to the manifold and the cleveland bends at about a 90 degree angle into the front of the block

the cleveland and the m series (351 and 400) have 8 bolt valve covers , windsor 6. cleveland never came in a truck except ranchero. 351c uses same mounts and bell housing as 302-351w. m series mates to the 429-460 bellhousing and motor mounts. 2v 351c and all m motors had smaller ports and valves than 4v 351c, all of them dwarfing the ports on a w, and all of them made adequate torque. the cleveland had smaller bearing journals.
