If the fuse is good, look at the contacts that it plugs into. If there's gunk in there, clean it out with some contact cleaner (available at Radio Shack). While you're at it, pull out the relay and make sure that its contacts are clean - if not, clean them. Once you've done that, put the fuse and relay back in and see if the truck starts.
If not, make sure that the relay is getting power. Connect one of your test light leads (wires) to the terminal that has a light blue wire with an orange stripe connected to it. Connect the other lead to ground - holding it against any unpainted metal should do. It should light up. The wiring diagram says that this terminal should have voltage at all times. (If it doesn't illuminate, connect the light across the battery terminals to make sure that the bulb is OK). If no power here, the culprit is likely to be the corrosion on the power distribution box that you noted earlier. You have to clean it or replace the box. You can buy a box at a junkyard or any Ford dealership - or online.
If the light comes on, then it's time to move downstream. Have you checked to see if there is voltage at the fuel pump connector yet? That is the next thing that you need to do. No power = fuel pump is probably OK. Power = bad fuel pump. At this point, you will have already established that the fuse and relay are OK, and that the relay is getting power. So all there is to do now is to check for power at the fuel pump connector. It's located on the left-hand side of the fuel tank, but you shouldn't have any problem seeing it. Don't know if you have to drop the tank to get to it, but that's not too difficult.
Anyway, the connector is round and has eight terminals. You want the one with the pink wire with the blue stripe, and the one with the black wire with the yellow stripe. Stick the test light terminals into these cavities, then put the light on the ground where you can see it. Try to start the engine - if the light illuminates, you've got a bad fuel pump. If not, you have a problem somewhere between the relay and the connector. I bet you a pint of Guinness Stout that the light will come on.
If it doesn't come on, one last thing you might try - but this is a longshot - is to reset the inertia fuel shutoff switch. This is a "kill switch" that shuts off power to the fuel pump in the event of an accident. It could be malfunctioning. It's located under the carpet in front of the front passenger seat, on the right side of the transmission hump. Pull the carpet back and you should see it. Push the button, then try starting the vehicle. If still no go, you should probably have it towed to a shop unless you know someone who is knowledgeable about electrical troubleshooting.

TO me no fuel = fuel pressure issue (hence no fuel)
