Windshield Adjustment 37 P/U

I have a 37 Pickup, and just had new glass installed in the frame, we put the frame back in and set the 2 pins on either side. Problem is that the winshield has to come up at least or close to another 1/2 inch, to allow the rubber to cover the outside top of opening. We have tried to adjust the setting by adjusting the screws but no luck. Also there is in both places signs of the hinge rubbing and has caused an kind of a spout opening towards the inside of the winshield, where the hinge is on the upper header.
Is there a difference between the hinge on a car from the Pickup, or some trick in adjusting these. I used the same hinge that came out of the truck, and the windshield frame came from another vehicle. Anyone got some advice on correcting this?
Sure would be open to any suggestions, or help in resolving this problem, thanks in advance for replies.
