03 has a different turbo and pedestal than the 04, then sometime in 05 Garret changed the tolerance and caused more problems which is relieved with an updated turbo that has a relief cut into the housing...but all the VGT's will require cleaning no matter what year. Ford released an updated flash that works the unison ring at an idle.
