Here's the thing. How many keys fo you have now? If you have one key now, it'll cost about $50-75.00. If you have two keys now, it'll cost $25.00 for a third. Something weird about the programming of the RFID tag in the key where it's easier to program a third than a second.
BTW, these are not the delar prices. They might be the same, but I just went to a lock shop. They can't all do these keys, though, so call ahead.
Having only 1 key, you'll need use of the ford scanner to program a second.
Once you have two keys, you can program a third yourself without a scanner.
Some locksmiths may have the proper equipment for programming... some aftermarket scanners may be able to do this as well. It'd be worth calling around.
If you bought your expy from a Ford dealer, they SHOULD do it for free... if you bought it from a different dealer it may be worth seeing if they know anyone at a ford dealer that can do it cheap for you.
Most dealerships charge 1/2 to 1 hour ($50-100 typically) to do this.. plus the price of the key, but if you know people you can get it done much, much cheaper.

He has a phone number on his truck in the picture of his ad. I'm getting ready to order some more spare keys from him for my 2001 to avoid just the issue you're having. Did it with my 2003 a couple of years back, and it worked great.
