It depends...where I reside it's best to have it tested first. If it passes, fine. If not the testers will tell you what failed then you go to a Certified Emissions Tech, have it fixed and back to the shed for a retest which is free.

With emissions tests, it's pretty hard to beat the numbers. If your engine is properly tuned and working correctly there should be no problem. If there is a problem there are not many ways you can beat the followup without repair/tune/etc. Soon everywhere in the US vehicles will be required to meet em standards. That includes the computer programs on the test machines that show the techies exactly what emission components are supposed to be on the engine. If they are not there, the vehicle fails. Count on it.
