The choke cable/cover is missing meaning I have to push up a lever on the carb to choke it and get it started if it has set in the cold.
Van has 16.5 rims with 9.50 series tires on it. I live in a nice neighborhood and cannot leave the van parked in the driveway or the street. It is about 1.5-2 inches too tall to get into the garage. It needs new tires and I would like to get a lower profile tire to lower the van to fit in the garage. I have called three tire shops and they have said that it is very hard to find tires to fit on these rims. What are my options? Go with a 16 or 15 inch rims with a lower profile tire to lower the van? Where can I get the rims for cheap? Salvage yard? What vehicles would I be looking for rims off of and what would be the # of lugs, rim width, etc? I am using the van to haul my race bike. I road race motorcycles and just needed something to haul it in, so the hauling weight is very minimal.
I have been searching for the past hour and can't find the information I need. Thank you so much, I have to get this done very quickly not to **** off my neighbors.

You can pretty much use any 16" 8 lug rim with the 8 x 6.50 pattern off any 70-90s Ford or Dodge truck or van.
Considering you tow a considerable weight, the better option might be to modify the garage. If your garage is brick, you can easily move the garage door up by placing a new metal header plate on the next layer of bricks. Then removing all the bricks and metal header plate under it. Then have a garage door company come move the door and add a small panel at the top.
The problem with most low profile tires is that they do not have the weight rating you need for the van unloaded, never mind for towing.
