Low Voltage problem

I only have 6.7 volts going to fuel pump. Have checked relays and grounds. Fuel pump works great if hooked to 12v direct. Why am I only getting 6.7V?

There is a small ground wire that goes on your negative battery post terminal, make sure it is not disconnected. If it is not connected, your pump will not work.
