Blue Lightning is a brand name for a phosphoric base (I believe) rust removal liquid. One simply brushes it over the rust and lets it sit (covered with a shop rag or paper towel is best). It does wonders to remove rust which when removed can be treated in the normal fashion.
I acquire the product at car swap meets and shows here in the Pacific NW. If anyone is interested, I could check around and see if I've got a local contact (West Coast or Pacific NW).
