Sticky Accelerator Pedal
The problem is in your in the throttle body. I have had this problem before on my '99 5.4 Expy and I have also had a friend that had the same problem with his '97 5.4 F150.
The throttle body gets gummed up with all kinds of carbon and other byproducts. When the butterfly is closed, it sticks causing you to push harder to accelerate.
The bet thing to do is remove the throttle body and clean it completely with carb or throttle body cleaner.
Ford is very sneaky about this problem. They like to sell you a new throttle cable or charge you for 'cleaning and lubing' the cable when that's not the problem.
Total time to clean it, 30 minutes.

Except you don't really need to remove the whole throttle body. Just get yourself a can of sensor safe carb cleaner and a rag or two. Remove the cover over the throttle body and remove the intake hose that goes into the throttle body. Next, spray some cleaner on the rag and open the throttle plate. You'll see (or feel) a ridge where the throttle plate rests when closed, scrub the heck out of it with the rag. You'll need to reload the rag with cleaner often. You can also spray the cleaner directly on the deposits but don't get too crazy with it. Clean everything up real good and then put it back together.
I had the same issue with my expy two years ago and did what I described above and haven't had the problem since.
Not that you can tell in the pic..

but the throttle body in my '03 w/ 43,xxx mi was all black, the stuff was caked all around it, the throttle "blade" was the only thing that was remotely clean. I also greased and stretched the factory spring a tad as it kept a good amount of tension it seems. (the one that goes from the throttle body blade mover thingy on the left side (scientific term!) to the stationary part in front.) It's the silver spring under the cruise cable in the below picture. All I can say now is .. WOW night and day difference, the thing takes off like a rocket now it seems. Cant wait till I get around to milling the throttle body to intake manifold part to match up w/ the 75mm size.
CAUTION: the throttle body is coated with a sludge-resistant material designed to protect the bore and throttle plate. Do not attempt to clean the interior of the throttle body. The throttle body is designed to resist sludge accumulation and cleaning may impair the performance of the engine.
Now, I have cleaned throttle plates before on my 1990 Taurus and improved its performance greatly. But I am puzzled about this caution in the repair manual. Are they talking about the internal parts only and not the plate? Or do I clean the outside plate only and keep the throttle body cleaner out of the inside like I always did my Taurus TB. I sure dont want to damage my engine.

In the old days guys would use carb cleaner and a wire brush to clean these... so if you use a wire brush yeah you might damage this coating (kind of like using a metal spatula on a teflon pan... it may scratch it, but if you're careful you won't hurt it)..
My advice to you.. go ahead and clean it. Use something soft.. such as a soft toothbrush... and you'll be just fine.
I've done hundreds of these, and have yet to damage anything as a result. Good luck!
