Is this a bare block? If so, have it hot tanked, that will get rid of loose rust and scale. You'll have to replace the cam bearings though, the caustic hot tank solution will eat them.
A home alternative might be to use a pressure washer through every block water passage you can get into to remove the loose stuff. Kind of tough to use any chemical solutions on a block at home without some kind of containment area. Muriatic acid eats rust pretty well but it takes a while to work on heavier buildups and requires frequent re-application as well as safety precautions...
