Random electrical problems?

There are a couple possible electrical problems I thought I should look into. Truck in question is in my sig line

First being the wipers, for intermittant running, they won't continue the pattern. So if the time is 3 seconds, they won't go every 3 seconds... they just randomly go, usualy a good time apart

Second is everyonce in a RARE while if I try to start the truck up when it's hot if the lights are on it won't start.

Last being my brake lights, they don't come on until my foot is almost to the floor. I was testing this last night backing up, didn't come on until I depressed the pedal almost 3/4 the way.

Week battery, low charge, starter dragging.

Adj. rear brake shoes or adj. the rod to the booster from the peddle. The lights only come on with the resistance of movement of the master cylinder rod.
