Headlights not working

Hi everyone,
I have a '94 Ranger XLT with the 3.0.
Over the past few months, my headlights started taking a minute or so to come on after starting the truck. Well, now they won't come on at all. The only way I can get them on is pulling BACK on the turnsignal/wipers/brights lever arm. Forward is the bright headlights setting, which does nothing, but pulling back, as I would if flashing my brights, turns the lights on.
The fuses are fine, so this makes me think that something in that turn signal lever arm is worn out. Any ideas?
Thank you!!

Ford always used to have a circuit breaker incorporated in the head light switch and was a common problem. It would initially show itself first by just the high beams blinking on and off and end up not working at all. sooner or later, even the low beams would quit too. The only fix was to install a new head light switch. I'm not real sure if your truck has one or not, it may be too new. The vehicles now have a control module for the lighting system called the GEM. It is under the dash someplace and that may well have taken the place of the circuit breaker in the switch. I believe that the "flash to pass" feature in the multipurpose switch is completely separate from your head light switch. Perhaps some of the other members will know. Good luck
