iam having problems with my 98 f150 park lights, they will stay on after being shutoff. can remove relay in box by power dist box, and they work fine. have heard something about a gem pack but not sure what it does, also the antitheft system will go off some time by it self , this happen right before park light prob.

You do have what they call a GEM module. It is mounted under the dash against the firewall. It controls all the lighting and time delay features for the power accessories. What usually happens is the windshield gets a small leak, and the water runs down right on this module, making it do all sort sorts of funny things. The water also can corrode your fuse box.

See if your floorboard is wet after a rain and if there is any sign of water on the firewall under the dash area on the driver's side.

no water or signs of water marks on kickpanel area or under windshield. will it hurt to leave that one relay out, everything seems to be working fine with out it.

I think that relay is the one that blinks the marker lights when you hit the key fob to unlock the doors. If that is the case, I don't see a problem leaving it out.
