Not knowing what kind of engine or stud [pressed or threaded] you're looking to remove makes a specific tool recommendation difficult. Many have found using a small stack of nuts [larger than the stud diameter] along with a hardened washer & another nut wrenched on top will quickly & cheaply pull out the stud. As for installation: another "pressed-in" stud will have to be of somewhat larger diameter than the one removed & will also probably require pinning the stud to keep it from loosening after use.
Changing over to screw-in studs requires some precision top milling/height equalization of the stud boss + drilling/tapping the holes as necessary. Result is a much better & stronger head setup.

Take the heads to a machine shop and just have them install screw-in studs. However you might have to swap out the rockers if you do this. Make sure your machine shop has the skill to properly set up the valvetrain after having this work done.
