fuel drain o ring ?

fuel drain o ring ?
I have had a small leak from the fule drain value I have the o-ring comming but today the small leak turned into major leak most of the was fule comming out of the drain hose. But i saw what looked to be fule comming out from where the yelow handle meets the top of the black value. Would bad o-ring do this or do i have a bad value?

both orings had flat spot's on them I will make sure the new ones are tight enough theyshould be here tomarrow
yep on the # 20 just not in 1/4 drive
Will make sure i have a 1/4 inch drive when i put it back together
