Sorry, mine still works and I try not to move it too often so I wont break it and have to take it apart. Looks like you might get to pioneer a new repair procedure.
Its really too involved of a process to try to described.....and the simple way to go about it is to remove the steering wheel, and look to see what is broken. Tilt steering is not a simple process to described here and not knowing what kind you have and what is exactly broke or not engaging the locking plate is mostly a "look to see" process.

I have a different problem....the lever is stuck. I'm afraid to apply too much pressure...that's a pretty skinny lever. At least it's stuck in a nice position.
I've taken two inop tilt columns apart and transposed parts to make one good one. You definately need a FORD factory shop manual to do it with all its illustrations and instructions. Best bet is to find a good one at a u-pull yard.
I bought a nice, tight non-tilt column out of a junkyard. It cost some good $$, but was worth it. Screw a tilt column.
The old tilt column was so racked out you had to push up on the column to start it. Likewise, it would kill if you let it down while driving. NOT GOOD!
It's also a good idea to get out of the habit of pulling yourself into the cab with the wheel. Esp. with a 4x4.
