Either way, most radios that incorperate a PA will also have a transmitter. You need to check you local and state laws to see if a civilian vehicle capable of transmitting on those frequencies. Also, you need to learn what frequency they are currently using. Our County/PD were on UHF, but they recently switched to 800mhz. If local dispatch is going to switch to 800mhz soon, I'd wait.
Strobes, spend a minimum of $300 on a powersupply and bulbs. Anything less than that will not be very bright. Pick up a gall's catalog.
Wheelen Strobes are the way to go. I had a 90 watt kit in my Bronco for years.
If you want a pa/sirens, I recomend a Federal Signal PA300. I bought a used one on ebay for $75. Here is a great website for stuff like that: http://www.galls.com/
Don't order anything from Galls. They're way overpriced, not to mention their politics. Check out other vendors... www.sirennet.com, www.lshlights.net, your local Whelen master distributor, etc.
That is state law. In the next town over from me, it is required for all of the lawn guys to have some type of strobe anytime they are parked on the side of the road.
Even though, galls does have a PA/Air horn combo that I think is fairly cheap.
I found a CB with a PA for fairly cheap. Also, a friend of mine who is a K9 officer locally said he can do the strobes for me cheap and if I still want a scanner he can get me a good deal. Thanks to everyone who actually tried to help instead of attacking my reasons.
