95 ranger 3.0 starting issues

95 ranger 3.0 starting issues
Anybody had a similar problem?
My dad's 95 ranger 3.0 will normally start up fine and run fine, however if you make a short trip (couple of miles) and shut the truck off and try to restart, the truck will not start unless you let it sit for a while (a few minutes). When it does not start we have noticed that the fuel pump does not pick up to pressurize the fuel system before starting (listening near the gas tank). Otherwise the truck runs fine so i don't think it is a bad fuel pump. Could there be a bad relay or something?
