Since you are in CA you may have trouble with alterations. A 4V was never offered on a 400. Check with the local smog stations and find out what mods are allowed. The guys in your local chapter may have an idea also.
If a 4V is allowed it would probably have to be an EGR setup which means an Edelbrock intake. An Edelbrock carb would work OK but I am not sure which/any of them are CARB certified.
I'm in CA too, and we can't get away with anything here, so enjoy that Motorcraft 2150 ... Of course, you can do what everyone else here does, and swap your carb out after your smog test ... =)
You can legally swap out the manifold, provided you replace it with one setup for EGR. Edelbrock makes a couple that will work.
