Ok Guys I Have A Early 99 F-350 7.3 This Is The First Diesel That I Have Ever Owned Or Worked On I Am A Gasoline Gearhead This Is My Problem. I Just Bought This Truck Around The First Of August When I Test Drove It It Started And Ran Great So I Took It To My Diesel Mechanic And Had Him To Put It On His Computer (mac Tools Determinator Brand) To Make Sure I Wasnt Buying A Lemon The Only Code That Showed Up Was #5 Cylinder No Contributing. But Had A Oil Leak From A High Pressure Line On The Drivers Side Headso My Mechanic Sugested That We Fix This First To See If This Resolved The Problem So We Replaced The Seal And Fixed The Leak, Then We Cleared Out The Code And I Drove It To Penn. From Kentucky And Back Then Put It On The Computer And Had No Codes. Then I Developed A Problem With It Starting All Of A Sudden It Would Start But Was Very Hard To Get Started When It Did It Would Lope Real Hard On Its Own From 700-1800 Rpm.after About 30-45 Seconds It Would Settle Down Or Sooner Than That If You Gave It Some Fuel But It Smokes Real White And Smells Like Raw Fuel It Wont Pull Out Of Its Own Tracks For Probably 15 Min And When It Does Holding The Accellerator On The Floor It Will Go 5-10 Mph For 2/10 Of A Mile Then It Picks Up But Runs Rough Until It Comes Up To Full Operating Temp. Then It Smooths Out. So I Put It Back On The Computer And It Showed Up Some New Codes Low Turbo Boost And Icp So I Was Told To Replace The Turbo Which I Did And Even The Pedestal Started Up No Difference. So I Began To Read Formns And Read Something About Uvc Harness So I Checked The One On The Drivers Side Sure Enough Bad So I Replaced It No Change I Am Going To Look At The Passengers Side Soon I Seen In The Service Manual That Somebody Replaced The Glow Plugs @ 177,000 Mi I Havent Checked Them Yet But I Have Arc'd Over The Relay Solenoid (NO CHANGE)The #5 Cyl Code Has Came Back But I Havent Checked The Compression Yet It Is Also Real Hard On Fuel Only 11 Mpg Out Of A Single Wheel 350 W/ 285/75/16 And A Auto Trans I Am Lost And Looking For Leadership I Have Kinda Figured Out That My Mechanic Has No Clue Either So Its All On Me Now Please Help Also I Forgot To Mention That If I Plug It In The Hard To Start Problem Is Not There But The Poor Fuel Milage Is I Had To Plug This Truck In On 90* Days The Batterys Are Good The Alt Is New

PCM monitors voltage from ICP with key on engine off ICP voltage should be 0.3 vdc. At WOT (3400rpm) for 3 minutes ICP should not drop below 2.3vdc
here is the complete pinpoint test for rolling idle some you might not be able to do but it should get you close. Most are concerned with oil airation or fuel pressure/quality.

With that #5 failing contribution like that, you need to get that addressed first.
I read that you have already replaced the turbo due to no boost, but you won't get any boost without all the cylinders firing. It makes a kind of domino effect.
I highly suspect failed injector o-rings or a problem with the cups with all the smoke. Failed wiring harness's just make the injectors to not work and no smoke.
