DIY Shops/Garages???

Hi ya'll,
the military had auto-hobby shops on the different bases, basically for all the diy'ers. A fully equipped shop/garage with lifts, tools, etc.

Does something like that exist on the civilian side as well?

Region of interest SE Texas.

I have seen rent a lift garages before, basically you only get to rent the lift and have access to an air line and power outlets. No tools though.
