Cigarette Lighter dead

I've got a '97 F-150, where the neither cig outlets work. I've tested the fuses, (found out it's #3 on my truck; it's fine) terminal connections, voltages, etc, and nothing. I'm clueless now. I've searched for related topics in the forums, but much to no avail, nothing relevant or complete has come up.
If anyone has an answer/suggestion, It'd be greatly appreciated!

Fuse F3 in the under-dash fuse panel is for the cigar lighter.

Fuse F10 in the under-hood fuse box is for the auxillary power point.

Both are 25 A fuses. Both are direct feeds.

The cigar lighter is on the right, the auxillary power point is on the left.

These are common splice-in points for after-market electronics. Have any of those been installed?

Did the plugs previously work or has this been a problem as long as you'd had the truck?

Steve,
I aquired the truck used this past spring. I have no prior knowledge of the outlets working. I DL'd the owners manual off of Ford's site, which is where I learned of the fuse locations and of one outlet being for aux, and the other for cig. I don't believe anything aftermarket has been installed, (other than the defunct alarm) not that I can see.
The truck is the bare bones model, no pwr anything. I removed the lower panel below the steering column to locate the rear of the outlets. I then removed the left side clip, (as it was all I could reach), and tested it to find no voltage. I noticed both outlet wired are wrapped up and are fed somewhere up into the dash, and I can't really understand where to or what for. Also, when I pulled F3, it was only a 15a fuse. I'm not sure the size of F10,(just that it was not blown) though I'll check tomorrow.

It's raining now so I wont be able to do any further work til the morning. Thanks for the reply, though!
