I have a '93 F140 4.9L with a manual. I can't really tell how much fluid, if any, I should add to the master cylinder. The cap says to fill to the "step" but I can't tell what this "step" represents. Currently, the level is about 1.5 inches down from the top, or about 1/2 inch up in the vertical cylinder where you would add the fluid. Sorry for the confusing statement.
stick your finger in there and run it down vertically. you'll feel the step. sounds like you have too much fluid in there keeping you from seeing the step.
