Pull the cluster. Typically 2 screws at the top of the trim, and two clips at the bottom. Then 4-8 bolts holding it into the dash. One or two big harnesses in the back and it should fall out.
Once you have it out, you twist the bulb base 90 degrees and pull it out. The bulb should pull out of the base, reinstall in the reverse.
