my 96 ranger splash has a odometer that quit at 189000.
is it cheaper to fix the broken odometer.or replace the the whole thing .
i dont know anything about electronic speedometers.

Replace the entire speedometer, usually obtained in buying a complete instrument cluster. For the cheapest solution, search junkyards and online (eBay) for a '96-'97 Ranger/Explorer/B-Series/Mountaineer Instrument Cluster with your estimated mileage. Doens't have to be exact (it would be great if it was), but close and preferably slightly more than your current mileage so you can install it at about the correct time with the correct mileage. Do this yourself and you just avoided some problems with getting a certified odometer change and a bunch of other legal stuff.
Instrument Clusters can be found for about $50 easy used.
If you do not have a tachometer, now would be the ideal time to install one. They are plug and play, i.e. non-tach clusters interchange with tach clusters.
The gears in the '95+ odometer don't lend themselves to being replaced. It's very hard for to get the gears realigned so they don't bind up. The speedometer assmebly just isn't made to tamper with. In fact, the gears are probably still good. It's probably the electric motor worn or the gears binded up.
The instrument cluster is by far easier to replace.
